The shift follows Iranian missile and drone attacks on Gulf airports, ports, and energy facilities, as well as disruptions in the Strait of Hormuz. Reuters reports that Gulf leaders now view Iran as a "direct and ongoing threat".

NBC News, citing a US State Department cable, reported that all US diplomats were instructed to tell foreign governments to move quickly to reduce Iran's capabilities due to an elevated risk of attacks on their own countries.
In countries that have not designated the IRGC and Hezbollah as "terrorist organizations", US diplomats were instructed to urge their swift designation in order to further increase pressure on Iran.
