Iraq said recent military operations and the closure of the Strait of Hormuz created serious challenges for Iraqi oil exports, reiterated opposition to expanding regional hostilities, and called for maritime restrictions on Iran to be lifted.
Araghchi said Iran expects the Strait of Hormuz to return to its pre-war operating capacity within 30 days under exclusive Iranian management and warned that parallel maritime arrangements could increase tensions following recent clashes.
He also said the reported memorandum calls for a complete cessation of hostilities across all fronts, including Lebanon, asserted that the United States bears responsibility for helping enforce the ceasefire and overseeing withdrawals from occupied areas, and backed an Iraqi proposal for eight-party talks involving the Gulf Cooperation Council, Iran, and Iraq to develop a comprehensive regional security framework free from foreign interference.
