๐๏ธ ISRAEL-LEBANON FRAMEWORK SETS CONDITIONS FOR HEZBOLLAH DISARMAMENT AND FUTURE PEACE TALKS
๐ U.S.-BACKED FRAMEWORK DEFINES PATH TOWARD SECURITY AGREEMENT: Israel and Lebanon have signed a U.S.-backed trilateral framework establishing a phased process centered on the verified disarmament of Hezbollah and the gradual redeployment of Israeli forces. The agreement envisions the Lebanese Armed Forces assuming full security responsibility in designated pilot zones, allowing displaced residents to return and internationally supported reconstruction to begin.
The framework states that Israeli withdrawals will occur only after Lebanon verifiably dismantles non-state armed groups and their infrastructure. Israel reiterates that it has no territorial ambitions in Lebanon, while Lebanon reaffirms its commitment to restoring full state sovereignty, maintaining the exclusive state monopoly on force, and preventing reconstruction funds from reaching Hezbollah or affiliated entities.
๐ค IMPLEMENTATION RELIES ON VERIFIED MILESTONES: The agreement establishes a joint military coordination mechanism with U.S. participation to oversee implementation. Future U.S. assistance will be tied to measurable progress, while both governments will immediately begin drafting a broader peace and security agreement intended to formally conclude the conflict and end the state of war between the two countries.
๐ก๏ธ IDF REMAINS DEPLOYED PENDING VERIFIED DISARMAMENT: According to Channel 13, Israeli military officials support the framework's objectives but question its practical implementation. Their primary concern is that Israeli forces could remain deployed inside Lebanon indefinitely if Hezbollah is not fully disarmed.
Military sources say no withdrawal orders have yet been issued, although planning continues for possible future redeployments from Frun, Al-Ghandouriya, and Western Zoutar if the agreed conditions are met.
๐ฐ๏ธ PILOT DEPLOYMENTS TO TEST THE NEW SECURITY MODEL: The United States is examining a ceasefire monitoring mechanism for Lebanon modeled on previous oversight structures used in Gaza.
Lebanon is preparing to deploy army units under U.S. military supervision in the pilot areas of Frun and Zawtar al-Gharbiya. The deployments are intended to demonstrate the Lebanese Army's ability to prevent the return of illegal armed groups in strategically important terrain. Several additional locations were removed from the initial plan after Israel declined to withdraw from positions protecting Shaqif Castle, linking any future redeployment there to Hezbollah's withdrawal from Ali al-Taher Hill.
๐๏ธ BERRI PUBLICLY REJECTS THE AGREEMENT: Lebanese Parliament Speaker Nabih Berri sharply criticized the 14-point framework, arguing that it grants Israel excessive operational freedom while delaying the return and reconstruction of southern Lebanese communities. He maintained that any lasting solution depends on the American-Iranian negotiating track rather than separate arrangements with Israel.
Berri also accused President Joseph Aoun of bypassing required constitutional consultations, confirmed a freeze in executive communications with the president, and said the Amal Movement would challenge the framework through constitutional institutions rather than street protests.
๐ฃ๏ธ HEZBOLLAH AND IRAN CONTINUE TO OPPOSE THE FRAMEWORK: According to Lebanese media, Hezbollah has postponed any military or public escalation while awaiting the outcome of Iranian ceasefire diplomacy. The organization reportedly considers the Washington framework irrelevant to its position, believing only broader Iranian-American understandings can safeguard Lebanon's interests.
Iran has reportedly informed Nabih Berri that it opposes any final arrangement that conditions a full Israeli withdrawal on Hezbollah's disarmament.
