🛡️ TRUMP OFFERS IRAN DEAL, WARNS OF FORCE; IRAN VOWS RETALIATION AS U.S. TANKERS RETURN, AIRLINE CURBS GROW: Trump’s diplomatic opening accompanied a warning: “The choices are: wiping Iran out, letting them rot economically, or making a deal. They better behave”. Iran’s General Staff, identified as Khatam al-Anbiya Central Headquarters, alleged that Washington was preparing new action with regional allies’ approval and coordination at a European summit. It threatened continuous, unrestricted strikes on U.S. bases and interests if Iran were attacked, and said regional states supporting an attack should expect no Iranian restraint.
Satellite imagery shows at least 25 U.S. tanker aircraft at Al Udeid Air Base in Qatar, the largest presence there since the Iran war began in February. Tankers withdrawn early in the conflict began returning around June. Their dispersed parking, unlike the dense arrangement at Saudi Arabia’s Prince Sultan Air Base, was interpreted in the accompanying analysis as continued caution over Iranian strikes.
Economic pressure is also affecting aviation. Treasury Secretary Scott Bessent said all Iranian airlines would be shut down internationally on September 23, threatening exclusion from the dollar system for those providing fuel, landing services or ticket sales. Azerbaijan announced that Iranian airline flights were suspended from September 22. Iran’s aviation authority said Baghdad and Muscat would stop receiving Iranian flights at midnight following its announcement, with consultations underway to divert Baghdad-bound flights to Najaf. It maintained that international services, including Istanbul flights, were operating on schedule.
Those announcements followed Iran’s earlier denial of an AFP report about Iraqi restrictions on U.S.-sanctioned Iranian airlines, and Iran Air’s statement that it had received no suspension notices concerning Istanbul, Baku or Najaf. Turkish Airlines, Pegasus and AJet separately canceled Iran flights from September 21, with no bookings available until at least March 2027; Mahan Air suspended Istanbul and Ankara services. Turkey had been among Iranians’ last major international air links. Commentary accompanying the reports attributed the Turkish cancellations to the breadth of “Operation Economic Outcast”, including coverage of Airbus aircraft with U.S.-made components, arguing that this left Turkish carriers no choice.
🛢️ Iraq and regional reconstruction: Iraqi Prime Minister al-Zaidi outlined a disarmament plan beginning with a 90-day period in which Iran-backed factions would neither attack nor face American attacks. He told The New York Times that weapons handovers should be completed by June 30, 2027, after which groups continuing their activities would be treated as outlaws. An Iraqi official told Al Jazeera that the prime minister was likely to present the plan to Trump in New York.
Al-Zaidi said Iraq had lost 60% of its monthly oil revenues because of the war. He accused Iran of preventing Iraqi tankers from passing through Hormuz to raise global oil prices.
The Wall Street Journal reported a U.S. proposal for a $5 billion “PACT” investment fund to rebuild regional energy infrastructure damaged during the seven-month Iran war. Matching contributions from eight regional partners would bring it to $10 billion. Gulf officials questioned rebuilding pipelines and refineries without a peace agreement, warning that new infrastructure could face further attacks; Kuwait and Qatar also remain dependent on Hormuz. The proposed manager, the U.S. International Development Finance Corporation, usually invests in developing countries rather than wealthy Gulf monarchies.
