๐ EUROPE MOVES TOWARD ACCEPTING STRAIT OF HORMUZ TRANSIT FEES AS THE U.S. MAINTAINS OPPOSITION; DAMASCUS CAFร BOMBING KILLS FIVE
โ EUROPEAN POWERS INCREASINGLY ACCEPT HORMUZ TRANSIT FEES: According to Bloomberg, major European powers are increasingly accepting as an inevitable reality that vessels transiting the Strait of Hormuz may have to pay service fees to Iran and Oman, marking a shift from the free-transit system that existed before the war that began on February 28, 2026.
European governments insist any fees must be applied equally to all vessels without discrimination based on nationality. The UK, France, and other countries are also advocating for an international maritime coalition to conduct mine clearance, contingent on progress toward negotiations on a permanent peace agreement. Bloomberg reports that some Gulf Arab officials privately also view the fees as an unavoidable measure to reduce tensions despite Iran's initial attacks.
โ ๏ธ WASHINGTON MAINTAINS FIRM OPPOSITION: The Trump administration continues to reject any mandatory payments, arguing they violate international maritime law and amount to Iranian transit tolls regardless of being labeled "service fees."
President Trump has repeatedly described the proposed fees as an "unacceptable" red line. Senior administration officials have emphasized that simply calling the payments "service fees" does not change their practical effect.
๐บ๐ธ U.S. CITES LEGAL AND STRATEGIC CONCERNS: Washington's opposition rests on three primary concerns. First, it argues the Strait of Hormuz is an international waterway where freedom of navigation must be preserved under international maritime law. Second, officials warn that accepting the fees would establish a dangerous precedent by effectively recognizing Iran's long-term authority over one of the world's most strategically important maritime chokepoints. Third, they argue the revenue would provide Iran with a significant new funding source while increasing its leverage to raise fees or threaten commercial shipping during future crises.
The United States has also imposed sanctions on the Iranian entity established to administer the proposed fee system.
๐ธ GROWING TRANSATLANTIC POLICY DIVIDE: Bloomberg says the differing approaches highlight a widening strategic divergence. While Washington prioritizes the legal and geopolitical precedent of recognizing Iranian authority over the waterway, several European governments appear increasingly willing to accept a fee arrangement as a pragmatic means of preserving commercial stability, maintaining uninterrupted global energy flows, and reducing the risk of renewed conflict, provided the charges are applied equally to all vessels and are not used discriminatorily.
๐ธ SYRIAN FOREIGN MINISTER: NO CONFRONTATION WITH HEZBOLLAH IN LEBANON: Syrian Foreign Minister Assad al-Shaibani met Lebanese President Joseph Aoun in Beirut.
Al-Shaibani said Damascus has no intention of entering Lebanon or confronting Hezbollah on Lebanese territory. He also said Syria is open to meeting with Hezbollah if necessary.
๐ฅ DAMASCUS CAFร BOMBING KILLS FIVE: An explosive device detonated inside a cafรฉ in the Al-Hijaz area near the Palace of Justice in Damascus, according to the Syrian Interior Ministry.
At least five people were killed and 16 others were wounded. Syrian media reported the blast was caused by a planted explosive device inside the venue.
No group has claimed responsibility for the attack, and the motive remains under investigation.
๐ฐ๏ธ ISRAEL ASSESSES BORDER SUSPECTS WERE SENT BY IRAN: The Israeli defense establishment estimates that the two individuals eliminated by the IDF in southern Syria after approaching the border had been sent by Iran.
The individuals have not yet been identified. However, Israeli Broadcasting Authority reported they came from an area known to be an operational zone for Iranian-backed Shiite militias, leading to the prevailing assessment they were sent to carry out the attack on behalf of Iran or the IRGC Quds Force.
